Job Purpose and Summary

This position is responsible for serving as the primary liaison and coordinator between various internal departments and external government and/or public agencies for the Pennsylvania Turnpike Commission (PTC). The incumbent will serve a lead role in emergency operations management. Work includes managing the maintenance operating budget, capital budget, various roadway and fleet programs and maintenance systems to ensure they are administered accurately and within regulations, policies and/or guidelines. Work is performed with considerable independence and reviewed by a director for attainment of program goals and overall performance. Supervision is exercised over professional and supervisory staff.This position is responsible for serving as the primary liaison and coordinator between various internal departments and external government and/or public agencies for the Pennsylvania Turnpike Commission (PTC). Essential Functions & Responsibilities

Manages, plans, and organizes maintenance programs, operations and staff functions including supervision, performance management, delegation of work assignments and review of work product.

Coordinates with field operations management regularly to ensure needs are met and develops solutions when problems arise. 

Serves as the primary liaison between the Maintenance, Engineering and Traffic Operations Departments to ensure the smooth coordination of projects and to track and forecast labor, equipment, and material needs to perform operations.

Develops, reviews, and approves the maintenance operating and capital budgets. Represents the Maintenance Department at executive capital plan meetings. 

Manages the administration of the Maintenance Roadway Program and the full Fleet Program, which includes the PTC pool/rental cars and heavy equipment. 

Serves as a liaison between the Maintenance Department, other PTC departments and external agencies regarding disaster recovery, emergency assistance and the sharing of services and/or resources. Participates as a member of the Emergency Response Team in emergency situations.

Develops, implements, and manages quality assurance (QA) programs for roadway and fleet. 

Reviews and approves the department business plans. Monitors and reports projects status to the Compliance Department.

Manages the maintenance training programs and third-party testing programs to ensure all maintenance staff are properly trained.

Manages maintenance contracts including the development of requests for proposal (RFP) and/or requests for quote (RFQ) when necessary. Ensures proper implementation and monitoring of contracts.

Reviews winter operations and reporting. Notifies director of any issues and makes recommendations for upcoming years.

Reviews and approves work orders. Advises when work orders and/or production standards should be changed or modified.

Reviews and approves maintenance procedures, communications, manuals, correspondence, etc.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.
 

Qualifications

Bachelor’s degree. Equivalent combination of education and/or experience may be accepted. 

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Seven (7) years of experience in at least two (2) of the following fields:
1.    Fleet management
2.    Roadway programs management
3.    Emergency operations
4.    Budgeting

Four (4) of the years of experience must be in a supervisory capacity.

Physical Demands and Work Environment

Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
