Job Purpose and Summary

This position is responsible for overseeing traffic engineering activities/projects for the Pennsylvania Turnpike Commission (PTC). Work is performed with considerable independence and reviewed by a professional superior to determine the attainment of program goals and overall job performance. Supervision is exercised over a staff of internal engineers and professional consultants.

Essential Functions & Responsibilities

Directs, plans, and organizes traffic engineering operations and staff functions including supervision of internal and external staff, performance management, delegation of work assignments and review of work product.

Develops and directs the implementation of traffic-control plans and specifications for construction personnel and contractors. Ensures proper communication and coordination with other units/departments.

Oversees the review of crash data and identifies areas of concern to improve safety. Communicates issues identified and recommends improvement projects as a result of crash analyses to superiors and cross-departmental entities.

Develops procedures, plans, specifications, estimates, and standards relating to the safe and efficient movement of traffic throughout the PTC system. 

Coordinates with Traffic Operations work unit to provide input in the planning, programming, and deployment of Intelligent Transportation System (ITS) technologies and projects.

Develops and reviews toll schedules and traffic and revenue studies for changes to the existing toll structure and estimates for expansion projects.

Develops funding requests and project descriptions for capital funded projects.

Reviews and responds to customer complaints and suggestions related to signing, traffic control and other safety-related issues.

Coordinates signing, traffic control and other traffic engineering and safety-related policies and procedures with PennDOT, FHWA and local authorities.

Coordinates the installation, replacement, and removal of signs with the Maintenance Department.

Coordinate with legal staff to provide data on crash related lawsuits, improve highway safety and reduce liability.

Directs PTC response actions and resources during incident and/or emergency situations, per the established on-call 24/7 Traffic Operations Center (TOC) schedule.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.

Qualifications

Eight (8) years of experience in traffic engineering, possession of a Professional Engineer (PE) License issued by the Pennsylvania State Registration Board for Professional Engineers, AND a bachelor’s degree in engineering or related field. Equivalent combination of education and/or experience may be accepted.

Four (4) of the years of experience must be in a supervisory capacity over internal and/or external professionals.

Possession of a Professional Traffic Operations Engineering (PTOE) certification is preferred.

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
