Job Purpose and Summary

This position is responsible for the efficient movement of traffic and goods throughout the Pennsylvania Turnpike Commission (PTC) highway system, such as work zone management, incident and emergency response, winter operations, traveler information, and operational planning. Work includes coordinating the development of an objectives-driven, performance-based Transportation Systems Management and Operations (TSMO) program to address mobility on the Pennsylvania Turnpike, specifically recurring and non-recurring congestion. Work tasks include the application of engineering principles and practices for traffic operations projects and the implementation of traffic operations strategies. Work is performed with considerable independence and reviewed by a manager for attainment of program goals, completion of projects and overall performance. This position may be a lead worker to lower-level engineers and provide project supervision to consultants. 

Essential Functions & Responsibilities

Leads lower-level engineers involved in TSMO projects and provides project supervision and guidance to external consultants and contractors. 

Leads and performs duties in the planning, location, design, and construction of Intelligent Transportation Systems (ITS) other engineering projects or systems integration. Coordinates, develops and reviews plans, specifications, and details for TSMO construction projects. Leads the implementation and supports the maintenance of the ITS device asset management program.

Leads the development and evaluation of mobility related performance measures and coordinates the use of mobility analytical software tools. Communicates system performance issues and mobility needs to superiors and cross departmental entities. 

Leads the implementation of the TSMO program with internal stakeholders and external agencies.

Coordinates and communicates the development, implementation, and evaluation of the application of congestion mitigating strategies and highway operations during planned and unplanned events, incidents, and emergencies. 

Leads the development of, and reviews, transportation management, traffic control, transportation operations and other plans that involve traffic closures, detour routes, evacuations, accidents, and other special situations. 

Leads the development of, and presents, traffic operations related training for PTC staff and external contractors. Interprets and ensures compliance with traffic operations related policies and procedures. 
    
Coordinates and develops project descriptions and associated funding requests for federally funded projects.

Reviews and responds to customer complaints and suggestions related to recurring/non-recurring congestion, ITS devices and other operational issues. 

Serves as a Planning Section Chief during emergency activations.

Coordinates with the Traffic Engineering work unit to develop, conduct and review capacity, traffic and revenue studies for changes due to expansions projects.

Uses situational awareness to anticipate and prevent accidents.    

Performs related duties as assigned. 

Qualifications

Nine (9) years of experience in transportation systems management and operations which includes any of the following areas: transportation planning, traffic engineering, traffic operations, intelligent transportation systems, systems engineering, business analytics/data management, traveler information, or other related experience. 
OR
Five (5) years of experience in transportation systems management and operations which includes any of the following areas: transportation planning, traffic engineering, traffic operations, intelligent transportation systems, systems engineering, business analytics/data management, traveler information, or other related experience AND a Bachelor’s degree with major course work in transportation planning, public administration/safety, civil engineering, electrical engineering, systems engineering, computer science, data management/business intelligence, communications/traveler information or other related disciplines.
OR
One (1) year as a Traffic Operations Project Manager with the PTC.
Equivalent combination of education and/or experience may be accepted. 

Possession of an Engineer-in-Training (EIT) certification or Professional Engineer (PE) license issued by the Pennsylvania State Registration Board for Professional Engineers is desirable but not required. 

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires occasional travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
