Job Purpose and Summary

This position is responsible for leading the analysis and optimization of business systems that support toll collection operations for the Pennsylvania Turnpike Commission (PTC). Work involves leading project deliverables and solutions that integrate the System Development Life Cycle (SDLC) process and ensure efficient, accurate, and secure toll collection processing and integration. Work is performed with independence and reviewed by a manager for attainment of program goals, completion of projects, and overall performance. May function as a supervisor or lead worker to lower-level staff. 

Essential Functions & Responsibilities

May supervise/lead and provide guidance to lower-level staff including monitoring performance, delegation of work assignments, and review of work product.

Leads projects related to the enhancement or expansion of TC systems. Performs project life cycle and coordination activities that involve the design, configuration, development, testing, installation, or upgrades of tolling systems and databases. Designs program logic to meet the performance and processing needs for business requirements.

Maintains the database, job scheduling, nightly processing issue resolution, Structure Query Language (SQL) report writing, modifications to stored procedures and data transformation. 

Creates complex database queries for internal customers as well as for Toll Collection System Performance. 

Conducts system audits to monitor system performance. Leads the analysis of information to diagnose, troubleshoot, and resolve complex problems detected with toll collection systems, programs, hardware, software, and services. 

Maintains existing application software and toll collection systems support in the event of failure or changing business needs.

Collaborates and consults with vendors, consultants, integrators, and contractors providing specific services or functions for the establishment and maintenance of toll collection systems.

Participates in the preparation of specifications, requests for proposal (RFP), cost estimates, project plans, timelines, and budgets and works with vendors, contractors, and consultants to ensure adherence to contracts.

Reviews and prepares technical documentation relating to program design and development. 

Performs data analysis and provides insights on toll collection metrics. Identifies data trends, issues, and patterns to support informed decision making and recommend opportunities for improvement.

Works closely with stakeholders to understand reporting needs and delivers timely, accurate spreadsheets of requested data using pivot tables and charts to provide data visualization.

Provides training, support, and troubleshooting guidance to stakeholders.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.

Qualifications

Eight (8) years of experience with Microsoft Structure Query Language (SQL) or other database querying experience;
OR 
Four (4) years of Microsoft Structure Query Language (SQL) or other database querying experience AND a bachelor’s degree in information technology or related field. 
Equivalent combination of education and/or experience may be accepted. 

Two (2) years of the experience must include creating reports using SQL Server Reporting Services (SSRS) or other similar reporting software. SSRS experience preferred.

Must demonstrate proficiency in Microsoft Excel. Skills assessment may be required. 

Extensive knowledge of toll collection concepts, business processes, and data processing operations is preferred.

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires occasional travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
