Job Purpose and Summary

This position is responsible for the supervision of the Traffic Operations Projects program at the Pennsylvania Turnpike Commission (PTC). Work involves supervision of Traffic Operations Projects and the Intelligent Transportation System (ITS) program. Work is performed with considerable independence and reviewed for attainment of program goals and overall customer satisfaction. Supervision is exercised over lower-level engineers, contractors, and consultants.

Essential Functions & Responsibilities

Supervises, plans, and organizes the Traffic Operations Projects unit and staff functions including performance management, delegation of work assignments, and review of work product.

Supervises the ITS program including device planning design, orientation, and mobility (O&M), relocation, and coordination with engineering projects. Supervises ITS systems, smart work zones, and connected vehicle field deployments and all required integration of these devices/systems. Ensures compliance with ITS standards.

Manages Traffic Operations projects throughout the project lifecycle, including oversight of internal and external project managers and other professionals. Supervises the development of plans and specifications. Ensures proper coordination throughout the project.  

Manages the ITS inventory and coordinates with IT asset management system.  

Works with manager to coordinate with the Traffic Engineering work unit for the planning, programming, deployment, and maintenance of ITS and Connected/Automated Vehicle technologies and projects.

Supervises the development and evaluation of mobility related performance measures and coordinates the use of mobility analytical software tools. Communicates system performance issues and mobility needs to superiors and cross departmental entities. 

Supervises and reviews the development of transportation management, traffic control, transportation operations, and other plans that involve traffic closures, detour routes, evacuations, accidents, and other special situations. 

Supervises the development and delivery of traffic operations related training for PTC staff and external contractors.

Develops funding requests and project descriptions for Federally funded projects. Plans for Capital and Operating funding to sustain and grow the program.

Establishes and maintains effective working relationships with professional associates, superiors, subordinates, contractors, and private engineering firms.

Serves as a 24/7 on-call commander and as area commander during emergency activations.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.

Qualifications

Fifteen (15) years of transportation engineering or operations experience;
OR 
Eleven (11) years of transportation engineering or operations experience AND a bachelor’s degree in transportation planning, public administration/safety, civil engineering, electrical engineering, systems engineering, computer science, data management/business intelligence, traveler information, or related field; 
OR
Seven (7) years of transportation engineering or operations experience AND a bachelor’s degree in transportation planning, public administration/safety, civil engineering, electrical engineering, systems engineering, computer science, data management/business intelligence, traveler information or related field preferred AND possession of a valid Professional Engineer (PE) license issued by the Pennsylvania State Registration Board for Professional Engineers.
Equivalent combination of education and/or experience may be accepted.

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires occasional travel and/or fieldwork with exposure to roadway traffic. Position requires availability by phone and e-mail 24/7 when on-call based on the established schedule.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
