Job Purpose and Summary
This position is responsible for supervising the support of traffic operation systems/services and communications infrastructure for the 24/7/365 Traffic Operations Center (TOC) of the Pennsylvania Turnpike Commission (PTC). Work is performed with considerable independence and reviewed by a professional superior for program effectiveness and conformance with established goals, objectives, and policies. Supervision is exercised over internal and external staff.
Essential Functions & Responsibilities
Supervises, plans, and organizes transportation technology and network control staff, consultants, and contractors including performance management, delegation of work assignments, and review of work product.
Manages traffic technology services and systems including Computer Aided Dispatch (CAD), Advanced Traffic Management Systems (ATMS), Radio Control systems, and dispatch consoles.
Supervises contracted services to support and ensure the reliable operation of systems 24/7/365 for the TOC including toll-free, local, and long-distance services, unified communications (UC) systems, optical and internet protocol (IP) networking, intelligent transportation systems (ITS), access gates, connected/autonomous vehicles (CAVs), connectivity, wireless/wi-fi networks, microwave wireless transmission equipment/services, land mobile radio (LMR) systems, intercom systems, and information technology (IT) cabling systems.
Participates in the research, development, and integration of next-generation technologies. Liaisons across all functional departments and user groups to ensure the current and future technology requirements for internal/external customers are met by integrative traffic technology services and systems.
Participates in the development and management of long and short-range strategic plans and operational/capital budgets for production, transportation, and IT communications systems.
Supervises traffic technology services systems design and performance criteria. Ensures adherence/compliance to applicable performance and safety, as well as PTC policies and procedures.
Coordinates inter-departmentally and inter-agency to ensure appropriateness, acceptance, and success of technology improvements. Participates in the planning of ITS and ensures that the PTC’s interests are fostered by regional ITS systems.
Provides technical support and communication to other departmental staff. Designs, formats, and programs diverse data input, information retrieval, and statistical reporting of emergency incident related records (i.e. geographical, business, resource, hazardous materials, and response scheduling).
Prepares requests for proposals (RFPs) for communication related services and systems. Evaluates proposals and makes recommendations. Monitors contract performance. Ensures design specification and statements of work are followed.
Manages the activities of internal/external staff working on traffic technology systems projects. Ensures adherence to project schedules and budgets.
Must be on call and available 24 hours/day, 7 days/week to address operational and emergency situations.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Qualifications
Eleven (11) years of experience supporting or administering IT systems that includes any combination of radio dispatch systems, transportation technologies, and/or communication systems;
OR
Seven (7) years of experience supporting or administering IT systems that includes any combination of radio dispatch systems, transportation technologies, and/or communication systems AND a bachelor’s degree in information technology, electrical engineering, or related information technology field.
Equivalent combination of education and/or experience may be accepted.
Two (2) of the years of experience must be in a supervisory capacity OR in a lead role in key IT projects/critical IT operations.
Completion of National Incident Management System (NIMS) courses are preferred.
Possession of a National Incident Management System (NIMS) certification. Must obtain and maintain NIMS certification within six (6) months of employment.
Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment
Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position may require occasional travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.
Office environment with low levels of noise, adequate lighting and comfortable temperature. Occasionally exposed to equipment rooms which can be noisy, crowded, dirty and significantly cooler when compared to the office environment. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
